The invention quickly and easily allows installing a holder on the boat railing; a collar (6) is attached to the boat railing and secured by eared screws (5). Each of the left and right segments of the collar (4) & (8) has an appendage on it (12) that rotates by 360?? in a groove (16). The casing (2) has a built-in rod holder (1), which is secured against falling out in its lower part by a locking device (3) and the fishing rod is secured by an eared screw (10) in its upper part. The fishing rod is able to rotate 360?? together with the rod holder (1), so that the line is always vertical against the rod when fish bites and the line moves to the left and right, thus preventing the line from breaking on the top of the fishing rod and fish from escaping together with the hook. The holder is so flexible that a fishing rod may be placed in it under a desired angle under any conditions.
